Grant,
Can't say for sure. Was it moving about? If not, it makes me thing of a desmid. Look at some pictures of Closterium (especially Closterium aciculare) and see if you think that's a possibility.

I think it's smaller then that, looks chlorophyte to me, possibly Monoraphidium.
