MacroMan, this is an interesting critter, and well photographed! :D

What is this thing, taxonomically? What life stage?

Ok let me get this straight :-k For us in the USA, is a crisp a "potato Chip"?
What the heck is a "Bag of Walkers"? :lol: It does look like a scale insect but I have never seen one walking around. Sorta looks like this insect.

That depends what you mean by potato chips!

In the UK chips are chunks of potato (usually around 10mm square, and as long as the potato) fried until crispy and eaten hot, usually with salt and vinegar or ketchup. French fries are the same but a thinner variety...

Crisps are also made of potato, but usually very thinly sliced (around 1mm or less) and deep fried till crispy, then cooled and stuck in a packet (by companies like "Walkers") and sold in pubs/newsagents as a nice portable snack (although you do get greasy fingers!)

These pictures do rather look like a crisp with little legs! Perhaps a new advertising mascott for Walkers!! or perhaps not!! :D

Aparently female scale insects never move. (Once they get themselves stuck on a plant with their proboscis embedded into the plant's 'vein') - but the males do move around. So assuming that's what this is, it's either a newly hatched female or a male I guess. I've no idea what else it might be!

Now that´s and interesting and cute bug there.
It´s already been said what I too think that it is. A first instar larva, these have legs and are motile, of a mealy bug or scale insect (Hemiptera: Sternorrhyncha: Coccina (syn. Coccinea)). These larvae are sometimes called "crawlers" but, yeah, for this type walkers would be more appropriate. :)
