I don't know Doug...looks to me like its made out of, what ever wasps are made of stuff.

Probably is a Paper Wasp. When I was a kid, I used to burn or scorch the nest to get rid of them and then use their larva for Bluegill bait.

Super closeup of the wasp.

I think I can see lichens on the wasp's body.
