in the last two images, I'm having trouble figuring out what's going on at the toothed ends of the scales.

Are those shot in thin liquid, so that some of the toothed ends are dimpling the surface?

Mountant

It may be mountant, but I'm pretty sure any mountant was far away from the specimen.
Interesting note : Last month I got out and old Yellow Swallowtail wing with the intention of scraping off wing scales for selected photography and found a resin-like substance was left on the slide.
