Yes, it is a member of the Dolichopodidae. See https://en.wikipedia.org/wiki/Dolichopodidae for a good summary.

Many of these flies can take to flight very quickly when disturbed. They are famous for being spooked by the meterering pre-flash of electronic flashes, so that the actual exposure then captures an empty leaf or just an image of the fly's legs leaving the frame. Shooting with flash in manual mode, so no pre-flash, is more reliable.

I assume the image here was focus stacked in studio with a dead or immobilized subject.
