That is a female Common Winter Damsel (Sympecma fusca).
There are two Sympecma species in Europe, which both spend the winter as imago and not as larvae or egg. They emerge in autumm and mate in spring, the only Odonata species that do this in Europe. They tolerate to be covered in ice during the winter, but may get on the wings in sunny winter days.
