Is it normal to have this much stuff on your lens?

Is it normal to have this much stuff on your lens?

Hi everyone:

I just got my Nikon E Plan 10X/0.25 that I bought on eBay, and when I put it next to my eye I see the following...

I have cleaned the front glass with a cotton bud and a bit of soap, because the lens had a lot of oil/grease when it arrived and all these specs were left.
Is this normal? I can't actually take a picture with it because I'm missing an adapter :x so I can't show you an image taken with it.
I was hoping that these specs were normal and that they just seem enormous due to the fact that they are on a 10X lens...

There should be NO oil/grease anywhere on an objective - perhaps some recently used oil immersion objectives could have a trace on the glass.
A 10x should be clear; this is definitely a dirty lens perhaps with the dirt and oil on the inside. Unacceptable to me.
