Looks pretty much like a cuckoo bee (genus Nomada) to me.

I photographed some cuckoo bees here a while back, not knowing their habits I assumed them to have become parasitized, when I found them hanging from leaves and pine needles by their mouth parts. Interesting little bees they are. :D
