Seems to be shortly after unsexual reproduction process. The new half of the cell isn't already fully developed. Interesting find!

Micrasterias furcata
Thanks, Ralf. I have found other half copies of M. furcata, so it appears it divides in half, shedding one-half and then proceeds to construct the full organism.
