From some of my other prepared slide collections, many of the brain sections are silver stained, but this looks both are H-E stains done at the same time.

Human brain and adrenal gland
These are from another Ireland Army Hospital slide with a brain and adrenaol section on the same slide. I think they may have been ordered to put to disparate sections on the same slide to save time and money on clearing the paraffin out and running the stain process.
From some of my other prepared slide collections, many of the brain sections are silver stained, but this looks both are H-E stains done at the same time.
