Possibly a Coleochaete sp., at least 9 spp. in the USA

Thanks for the lead. It is Coleochaete soluta
For eberyones information you can get a free download of "How to Know the Freshwater Algae" by Prescott at https://archive.org/details/howtoknowfreshwa00pres
It will take forever to print because it is scanned tweo papes across and takes forever for Adobe Reader to flatten out the .pdf.
