They form a large green mat in the still water ponds next to the road.

Looks like a Volvocale.

Search around for these:

Chlamydomonas

Also reminds me of Gonium but I usually see that as 8 or 16 cells. But there are 4-cell species:
Gonium sociale
Gonium sacculiferum
