Need ID - Looks Like Heliozoa, But...
Not sure if this is even an animal. I am thinking maybe some kind of fungus, but I just do not know enough to identify it at all. I watched it for quite some time, and the balls on the spines did not move at all, as a digestive fluid on a heliozoa would.
