Getting a Canon body with the MP-E-65 seems the most practical way to do this, but as you've pointed out, flashes and accessories would really stack up the cost. If you don't need one of the specialized macro flashes (MT-24 or MR-14) you could probably get by with using cheap Vivitar flashes that do...
