Not sure what this is guy is (Cranefly of some sort?) but it looks like he's been pumping the iron! :D

I don't recognize this critter, sorry.

But I'm curious about the color banding, especially on the second image. Is that present on the subject, or did it appear someplace in the optics or stacking?

It looks like a wasp to me. Can I see two pairs of wings in the first image?

Bittacomorpha -- maybe clavipes?? The Phantom Cranefly

This genus has white bands on its legs which they hold out as they fly along plants in wet areas. Looks somewhat ghostlike -- you're not sure exactly where the insect is. In New Jersey considered very uncommon nowadays but once were often seen.

So, those tiny, straw-coloured clubs are the halteres after all. They seem unusually distant from the wings.
