Still not available to private individuals, and only available as a sample on crinkled foil for museums and educational establishments, but it looks like they've developed an air spray version. Not just a can of spray as implied in the article though, see second link. This absorbs less light too (99.8% instead of 99.96% for the "special stuff) but would be brilliant as flocking.

The stuff I saw, which iirc was made with carbon nanotubes, wouldn't be ideal for "us", as it was very delicate. Where a finger had encroached on its surface, the fingerprint was the only visible thing.
Black-II doesn't look anything like it. From your photos, it just looks like black paint.
