Not sure what this is guy is (Cranefly of some sort?) but it looks like he's been pumping the iron!

Bittacomorpha -- maybe clavipes?? The Phantom Cranefly
This genus has white bands on its legs which they hold out as they fly along plants in wet areas. Looks somewhat ghostlike -- you're not sure exactly where the insect is. In New Jersey considered very uncommon nowadays but once were often seen.
